Need help diagnosing my computer

Update: messed around with trying different stuff out. Found out that my gpu fans are not running at all when ram is installed but when I take out all sticks the gpu fans go but still nothing displayed or even picked up when i turn the system off(no signal message). Just thought that was an interesting bit. Btw gpu fans don’t turn on with any individual stick of ram either or any combination. But the gpu fans do run when there is no ram and they run for a few seconds, stop then run for a few seconds and cycle like that. Please someone help me with this.

A couple months ago my computer completely stopped displaying anything to my monitor and none of my USB ports are working. Let me give some background on what I have already done and why I believe the problem began. Okay so I play a lot of games on my computer and was not so satisfied with my frame rates so I began to dabble in overclocking. It started out fine, prefirmance was much better but I wanted to see how far I could push it. My thought process was if I can run PUBG at a little over 70° F then I am in the clear so one day I bumped MSI after burn to the full amount it would let me through my graphics card. I’m not sure if I ever fiddled with the CPU side but it may be possible I did. Anyways one day I go to my computer and with my own eyes I see the screen go dark and thought it went to sleep so I tried waking it up and nothing, keyboard and mouse aren’t even on anymore. So I tried soft resetting my computer but the button did absolutely nothing. So I held the power button down till it turned off. Turned it on and no display so I opened my tower and felt around, the gpu fans were running. So I had it diagnosed at a local computer store and he told me it was my motherboard which I suspected. I sent the motherboard in for repair and they sent it back saying it was fixed. So I put my computer back together in full, I didn’t think about testing parts one by one I was just anxious to get into my gaming coma. I finished building the pc and power it on. It turned one for a good second or so then abruptly powers off and reboots. I didn’t see anything go to the display but maybe my monitor picked up that the hdmi was disconnected or because I think it showed a no signal text. So then I’m thinking well damn it I forgot I left MSI afterburner to overclock on boot up because I was tired of constantly resetting the overclock. So right now I am thinking to myself that I just shorted my board again but does overclocking the gpu affect the board? Since then I went ahead and deleted MSI off my hard drive on my parents desktop to avoid any future problems but something I noticed is my gpu fans no longer even turn on with the boot. No USB ports work not on the board or on my tower. Before I sent the board in for repair the gpu fans would run on boot up but would stop shortly afterwards but now nothing at all on either gpu slot. I have already tested my PSU and all the voltages check out so I know it is not that. I just want another opinion on what other steps I should take to diagnosing or just some opinions on what some of you might think it is. I link my parts list if that helps determine anything at all. Everything is right on there except my RAM. If necessary I can provide that information too.

Without getting too deep into this, if you brought it to a PC shop and they told you what the problem was and it doesn't work, you should bring it back to them. If you took it to a shop it's not your responsibility to fix the problem anymore. That's what you're paying them to do. If the PC is failing to start then you have a hardware problem and they should be able to tell you exactly what it is.
 
@jr9 thanks for your reply. I took it to the computer store for a diagnosis. He still thinks it’s the motherboard but I just wanted other opinions before I give him more money. I only payed him for a diagnosis though.
 
Did this person actually look at the PC or just tell you "I think it's the motherboard". If you paid for diagnostics and what they suggested didn't fix the issue then you shouldn't owe more. They are supposed to identify the problem if you paid for diagnostic. If they thought it was the motherboard they should have confirmed it by testing your CPU and RAM on another AM3 board. If they didn't test your parts at all I'd actually go somewhere else. When you have hardware issues where the PC won't start then you sometimes have to swap parts.

I would have started by testing the graphics card and RAM to make sure they work before moving on to power supply and motherboard/CPU. My shop has a testing motherboard for almost every CPU as well as a CPU for most socket types so we can isolate exactly which part is the issue. Also if the motherboard is the issue then it should be replaced not repaired.
