Need help diagnosing please

Long story short, whether I'm in a video intensive game, or making squares with my left click on my desktop, my computer randomly freezes

The screen locks up on whatever I was doing, sound stops and the only way to fix it is to manually shut down via the power button.

Now I've tried several hot fixes and diagnostics that u can comprehend but I haven't come to a conclusion on what my issue is.

First I figured my memory had gone to crap, but I tried one chip at a time, running basically nothing and with either chip the issue would happen.

Then I figured maybe PsU, so I unplugged all my fan except cpu and put a house fan on my computer and still crashed out.

I never figured it could be video card because it wasn't anything demanding that was sparking the issue. It even happens on my log in screen.

Doubtful its software either because of it happening on everything from Overwatch, to my log in screen.....

It's a
Asus Crosshair V formula z
Amd Radeon r9 390
And fx 9590 (8core)
And 16gb of corsair ddr3

Really difficult to say with any certainty. A shot in the dark, it might be the motherboard. Given all the things you've already tried. Amd overdrive is one of the only programs I know of that gives close to accurate amd temps based on a thermal margin (degrees until throttle). It's possible the memory is faulty but unlikely that both sticks are bad. Normally I'd suggest a larger more capable cooler like a 240mm dual fan aio for that cpu but if it's crashing at low temps a better cooler doesn't seem it will fix it.

It's difficult because 9590's are so unpredictable. Some are unstable even at stock and users have had to go into the bios and underclock them to get them stable.
What are your ambient room temps? What cooler are you using? The formula Z should be able to handle the 9590 but it's a stubborn cpu and sometimes still has glitches just because of the aggressive factory clock settings. Have you checked cpu temps using amd overdrive? Also what psu are you using?
 
Generally the temps were always low, like I said often times, it would crash before any real use. The room is 75ish.

psu is an antec 900w.

Also I have a budget of 400$ or so to fix this, so any upgrade/fix suggestions knowing my make/model would be appreciated.

Cpu cooler "Corsair CW-9060013-WW 140MM WATER COOLING HYDRO SERIES H90 RADIATOR" I believe

Solution
I downloaded the program like you suggested and underclocked it to 4000 or so MHz and its functioning perfectly all the rest of yesterday. Went from freezing every 5min to perfection. I really hope this is a permanent solution!
