Need Help: Dr Debug code 00 on ASROCK 970 EXTREME 4 AM3 ATX

Hi,

I am building my first computer. On the Dr Debug, I am getting code 00, and it doesn't change after I boot up. I haven't received my monitor yet, so I don't know whether or not it is actually not booting up. Is there an issue with my motherboard?

Specs:
Motherboard: ASROCK 970 EXTREME 4 AM3 ATX
CPU: AMD BOX AMD FX-8350 BLACK ED
RAM: G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1866 (PC3 14900) Desktop Memory Model F3-14900CL9D-8GBXL
GPU: SAPPHIRE 100355-1GOCL Radeon HD 7850 1GB 256-bit GDDR5 PCI Express 3.0 x16 HDCP Ready CrossFireX Support Video Card OC Version
PSU: CORSAIR TX Series CMPSU-650TX 650W ATX12V / EPS12V
Cooler: COOLER MASTER Hyper 212 EVO RR-212E-20PK-R2

The CPU requires P2.10 or newer BIOS version.
Check for a sticker on the motherboard with the board's BIOS version.

Yes, the cooler fan, and all case fans are spinning. Lights come on as well. GPU fan also comes on.

That's weird. For OO ASRock suggests: Please check if the CPU is installed correctly and then clear CMOS.
I would test the board outside the case (for ruling out a short). Is there a backplate installed for the CPU cooler?

Yes, I installed the backplate. I will test it outside of the case tomorrow, as I have work in the morning. What should be connected to the motherboard when I test it outside of the box?

Make sure that the backplate does not short the board.
Did the CPU come with stock cooler?
For testing you can start it with only CPU and CPU fan. See if still 00 code.
Then add only one RAM stick, graphics card, DVD drive, keyboard and mouse.

Ok, nevermind, I think I solved it. I didn't plug in the CPU power cord from the PSU. I know I'm dumb 🙁

No problem. It happens.
However, I thought that the CPU fan would not spin when the EATX 12V cable is unplugged.
