CPU Cooler : This is way better with 10 bucks more
GPU : GTX 960 4GB EVGA will definitely outperform R9 390 on Gaming

A 960 will not outperform a 390 in gaming. When talking about the two the 390 is in another league. A 390 is comparable to a 970 but better in some situations.
