Need Help Finding a Good CPU Cooler under $50

I don’t want an atomic bomb, but the sound doesn’t really matter to me. I just want the best cooking fan under $50 or equal to $50. (Coolest temps ). If you guys could also list a recommendation of THE ABSOLUTE BEST Thermal Paste, it’s appreciated. Thanks.

Try the Hyper EVO 212 from Cooler Master. Very cheap and effective.
