NEED HELP! Game stuttering + FPS Drops

Hey everyone, this is my first forum post, so if I get anything wrong, please feel free to correct me 😉

6 months ago I got my new Mobo, CPU, RAM, and GPU. Since then, I have had occasional stuttering and fps drops (which feel like mini-freezes, or stutters) in games. I've factory reset Windows several times since then, including yesterday. I'm still getting this issue.

My PC specs are:
GPU: ASUS ROG STRIX GTX 1070
CPU: i5-6600k @ stock
CPU Cooler: Cooler Master Hyper 212 Evo
RAM: Corsair Vengeance LPX 1x 8GB DDR4 2400MHz (only runs at 2133mhz though?)
Mobo: ASUS Z170 Pro Gaming Motherboard
OS installed on HyperX 120GB SSD
Games installed on a WD Green 7200rpm 500GB HDD
PSU: Aerocool Integrator 500W
Monitors: 1x Samsung S24D300 24" 60Hz, and 1x Samsung S24D330 24" 60Hz
I run on Windows 10.

Temps:
GPU: 54°C idle, around 68°C in game
CPU: 32°C idle, around 50°C in game

I'm at my wits end about this. I've updated my BIOS to the newest version, I've updated my drivers for my GPU. I've tried messing around with NVIDIA Control Panel settings, I've tried disabling Xbox DVR, Windows 10 Game Mode. I've cleaned out the inside of my PC as well, it's dust free. I've tried defragging my HDD, also didn't work. The HDMI cables run into my GPU (which has 2 HDMI slots), and not my mobo. I've tried capping FPS, which just makes the game feel more laggy and choppy, and I've also tried changing from fullscreen to borderless, as well as windowed.

The only other things I could think that may fix this is getting a new PSU and/or HDD. The PSU I have got is not from a particularly reputable brand, however before I bought it, I had an unbranded PSU, and had no problems with that. Additionally, my HDD (which the games are installed on) is a WD Green, which is designed to be secondary storage for movies etc. WD Black was designed for gaming. I have had this WD Green for over 4 years too, if that makes a difference.
Also, the RAM runs at 2133MHz, although the sticker on the RAM states it is 2400MHz RAM?

Games that I get stutters on:
Rocket League, when playing it will randomly stutter once every 30 seconds? It will be a really short pause but can be very annoying. With V-Sync on, the game usually goes down to about 58fps, which is what causes the stutter. With V-Sync off, the game runs at about 200fps (max settings).

Black Ops 3, this game generally runs fine. However, there will be areas where the game will stutter, FPS drops etc. Usually when I exit a building into an area with a lot of light/VFX.

Overwatch runs okay, but I do get lower FPS in some areas which is noticeable (for example Reaper's Death Blossom highlight intro).

My antivirus is Windows Defender (don't have a third party antivirus, although I used to).

All I want is a smooth gaming experience without these stutters! I have friends who play on less powerful rigs than me who do not complain of any FPS drops at all, which really infuriates me.
The problem is that I am only 16 years old and money is not the easiest thing for me to obtain, so upgrades are a last resort. I will be getting some money in about 2 weeks which I COULD put towards a new HDD/PSU (if needed), although I'd rather not spend any money if possible.

Voltages and Power etc. I am not particularly familiar with, although I can look into it if it may be an issue. I really, really need help. The stutters are not too frequent but they just ruin the gaming experience.
The game stutter WITH V-Sync/capped FPS, as well as WITHOUT V-Sync (uncapped). I can always record a little bit with MSI Afterburner on if you'd like to see what I'm talking about.
 
I looked at the required power of my GPU, and it states that it requires a MINIMUM 500W PSU with 42A on the 12V rail.
My PSU is 500W, but delivers a maximum of 38A on the 12V rail.
Could this be why it stutters in intense situations? Is the GPU drawing more current than can be provided by the PSU?
