You're gonna have to pay a bit more for what you want. I'd say maybe 50ish fps?
Windows 7 is about $89.99 while Windows 8/8.1 is about $99.99

40~50 FPS on medium-high settings.

If you are a student you can get student pricing on the OS (In Canada Win 8 pro is $70 with student pricing), hell if you are in the right program you can even get it for free (usually engineering etc...). Brings the price of Windows 8 down a fair bit...

Student discounts on the Microsoft website is for upgrades only, not builders.

Yeah, but most people have an old copy of windows xp kicking around. (There are of course other ways of activating upgrade cd's, but I won't discuss those here).
