Need HELP, good build - low FPS

Hello community, as the title says I have a decent build and I play with around 15-20 FPS, more info below, also note that I will post 2 builds, the first one is my friends' and he plays with 100+ FPS(on a worse build) and the 2nd one is mine and I play with 10-30(Keep in mind we mostly play MMORPGs, WoW/Tera/BnS etc etc)

So I will post a speccy scan of my friend's to give you an idea:

The above PC runs wow and pretty much all MMOs on 4/10 graphics with 100+ fps and 30+ on ultra.

And my PC specs are:

and 400V power supply

And the above build runs the same games on significantly lower FPS as mentioned above, we even called a PC Tech to check it out and he didn't know WTF is wrong he recommended swapping out each and every part(graphics card -> motherboard->power supply) until we find out what causes the low FPS but we don't have the money to do it so I'm posting here hoping someone can help.
He also formatted the PC and changed the hard drive to an SSD but it didn't make any difference.

If you want any other info about my PC please let me know and I will post it asap, I'll be checking the thread regularly.

The GTX 550ti is faster than a GT 730. Also there are multiple versions of GT 730, so if yours isn't the better 64bit, GDDR5 model, that performance gap is even higher. Pretty sure yours is the slower ddr3 equipped model. Also that is not volts, but wattage, for the power supply. ;)
