Notice this is a stock card 3g Vram

You wont want to overclock anything but a 500W can work, here is why.

250 watts R8 280X max load (330Watts with the 6g vram superclocked models)
163 Watts Fx 6300 max load (stock settings)
15 watts System fans
........................................
428 watts with a stock card
508 watts with a 6g vram superclocked card.

Most good quality rated power supplies are rated at 80-90% of what the test output for the original sample. Your 500W may output 550W-600W but it's efficiency is hurt and the life of the unit may be shortened. For example my Rosewill 650W is Bronze rated at 650W but it...
Have you been updating the Drivers? Also try playing with Catalyst Control Center turned off. I had that same card and for a time it was quite crash happy in GW2 sometimes 3-4 times per night.

If that doesnt work for you then a 750TI would be a modest improvement and 760 would be a major jump.

Drivers have been update and what do you mean by ccc off? I even tried turning off the overclock and it would still crash. For a new graphics card i was looking more for a radeon r9 270x what do you think of that and if something is better let me know.

ive been looking for a r9 280x or above and i found some good ones for under 200$ on ebay. I was wondering if you guys think i should buy a graphics card off of ebay.

Depends on if you don't care about a Warranty? Some companies are sketchy on only allowing the Warranty to cover the original purchaser. To get around this ask for a Receipt and if something goes wrong you can RMA and claim it was a Gift. I've really never had any issues with used stuff, I've built many systems from parts off Ebay, Craiglist and Tech Forums. The only thing I will never buy used is a Power Supply.

I found a gigabyte r9 280x and in its description it says to have a 650watt power supply or above. I dont have that and mines only 500watt.

So if i did buy it i couldnt overclock it unless i want to hurt my psu? I also talked to my brother and he said to go and get your graphics card replaced by sapphire or someone. Is the problem with my graphics card? I guess ill just call them up.
