i have $4900 to build a gaming pc and i would like a green and black theme. this pc will only be for gaming. would play games such as csgo, battlefield 4, star-wars battlefront, and the witcher 3. I also need these games to run at 60 fps on 4k ultra

I do not need a monitor or peripherals. I would prefer windows 7. and would run games such as fallout 4, csgo, doom, and the witcher 3, and no i do not need to overclock. I also live in the US
 
No overclocking, but SLI GTX 1080 GPUs more than ready for 4k gaming on multiple monitors. Kept a green / black theme with green LEDs (custom part)...

If you don't want to overclock you'll come in way under budget. Not sure why you wouldn't want windows 10 but that's not really my choice.

i7-6700 Build

Only issue is the black and green color scheme. Nothing really uses black and green that much that I can find, so short of putting in some LED strips and painting stuff you're kind of stuck. It will perform incredibly well though

So long as you realize you won't see any performance boost going over either this or sadam's builds pretty much just go onto PCPartPicker and start picking random expensive stuff. There literally won't be any real advantages to choosing anything over what we've suggested.
