I'm on really tight budget and I only have a 720p monitor..

Suggest me a build for about 450$ that can be used for 2-3 years.

Best bang for the buck video card around. This setup can play most games at 1080p 60fps, but will be even better at 720.

Well my country is so messed up that this build costs 600$+

This is basically the cheapest PC that can still play any form of games. I'm not sure what country your in so I cant get exact prices but this would probably be about $400 in your country. You can easily upgrade storage or GPU later if you need the added power.
