Question Need Help installing new ram

I have an ASROCK Z775 pro3 motherboard, windows 10, an i5-2500k and an RX580. My old ram is two 4gb sticks ddr3 1333mhz, they are in slots 1 and 3.

I am trying to use this laptop to PC ram converter https://www.amazon.ca/gp/product/B07GVGGGC7/ref=ppx_yo_dt_b_asin_title_o01_s00?ie=UTF8&psc=1

to run this ram https://www.amazon.com/ELPIDA-2RX8-PC3L-12800S-11-12-F3-APPLE-LENOVO/dp/B00MQ8237C with it

I put it in slot 4 and nothing happened, if I put it in slot two I get a constant reboot loop, i'm honestly not sure if I have it in correctly though, it seems looser than my other ram sticks.

to make matters worse I can't get an HDMI signal from my RX580 even with the new ram removed. This is an ongoing issue and i'm pretty sure it's not due to loose HDMI or bad seating of the card, it seems to give a signal after some sort of "hard" reboot (not a shutdown by holding power button) but i've tried unplugging it, is there some way to shut down a PC more fully/go into some sort of safe mode by holding down the power button for a length of time or something?

bump I got my PC to get a signal (with the new ram removed) after plugging my graphics card in and out a few times. Also the motherboard name is Z77 pro 3. no 5. I also think the voltage of both ram is 1.5 volts.
