Need help installing OS on new PC

Hello so I just recently built and new computer and I'm in the process of installing Windows 8 on it. I have the windows media creation tool on my usb and I'm trying to boot to it but it just keeps saying reboot and select proper boot device or plug a device in and press a key. I've tried googling about this but it seems like this error only occurs to people when they already have their operating software installed. So if someone could help me with this that would be great thanks!

You need to access the boot menu (typically by pressing F10 when you power on) and select to boot from the USB drive.

I'm not sure what you exactly mean by license but I have bought Windows 8 and have the product key. Do you think I need to go buy a new Windows to get the CD?

Then you need to create an actual USB or DVD install.
Start here, to actually create your USB:
https://www.microsoft.com/en-us/software-download/windows8

You download that tool, and run it on an existing system. This will prompt you to create a USB or DVD.
You then boot from that USB or DVD.

Oh ok that makes sense thank you. I will have to try it tomorrow because I don't have a working computer that I can use. I have to borrow my neighbors computer lol
