Need help installing R9 Fury 4gb hbm

I'm having trouble getting power to my GPU. I have the corsair 850i psu but when I connect my two 6+2 pins and boot the pc I'm not getting anything out of the card. No fan spinning or display to my monitor. Any ideas?

Is the GPU known, working?

Are you connected directly to a x16 slot, or attached to a riser etc?
