Need help making a bootable media

I need help making a bootable usb and when i try to format the usb with the iso file it says i need bootsect.exe. I have found ways of fixing this but when following the steps i hit a problem. When following the steps and typing in the command 'list disk' it is only showing one disk of which is not the one i need so i tried "list volume" and it shows the usb so i tried to select the shown volume and it says it is not valid.

Bootable of the install media?
Or attempting to install the actual OS on a USB?
Win 8, or Win 8.1?

Specifics.....
 


I am trying to make a bootable media on a usb of windows 8.1 so that i could use it on an another computer that does not have an optical drive

Sorry i just realised what i typed and how it is confusing one sec i will have to fix it
 


This is why more details are helpful.
There might be multiple issues in trying to make this from an XP machine.
 


Do you know of a way to select a disk through the command prompt that is what is stopping me from going any further in trying to fix bootsect.
 


Im not sure what you mean but when l type in 'list disk' in diskpart.exe it shows only one disk
