Need help, new build, seems DOA

Ok first of all, thanks for reading this. I haven't built a PC for 6 years. My son turned 16 today and all he wanted was to build his own PC. I was proud. Anyway, I bought these parts:

Motherboard 1: ASRock AB350 Pro 4
CPU: AMD Ryzen 5 1600 Six core
Memory: Patriot Viper 4 Series Extreme Performance DDR4 (2x8gb) 3200mhz (PC4-25600)
Video Card: EVGA Gforce GTX 1060, single fax 6gb
Power Supply: EVGA - EVGA 600 BR 100-BR-0600-K1 600W ATX12V / EPS12V SLI CrossFire 80 PLUS BRONZE Certified Non-Modular Active PFC
CPU Cooler, the AMD one that came with the CPU
Storage: Kingston 240 GB SSD and a 2TB BarraCuda HDD
Case: Sharknoon AM5

We put it all together. Plugged his monitor in the HDMI port. Turned on the power supply. Hit the power switch. The case fans turn on and light up, but nothing else happens. The monitor displays "no signal". We never see a bios screen or splash screen. There are no beeps from the chassis fan. The video card fan does not turn consistently...it jiggles a little every now and then (it is connected with a 6 pin PCI-E plug from the power supply). I re-situated the RAM (in slots 2 and 4). I have reconnected all of the power button and lights. I reconnected the video card. The chassis fans work fine and the CPU fan works fine. But nothing else. The power button on the chassis turns the pc on, but neither pushing it nor holding it in turns the pc off (which is why I reconnected all of them). I have to use the power supply switch to turn it off. I'm at wits end trying to figure this out. He, of course, is terribly disappointed.
 


I will try this. Is DVI better than HDMI? We have both cables. Thanks.
 
I might try and clear the CMOS. The MB manual will tell you how. There is usually a button or a jumper. ...and make sure the CMOS battery is installed correctly.

I would especially make sure the CPU, GPU and memory are properly seated....as well as the power connectors to the MB and video card.

I would also double check that the monitor isn't set to some other input (if there are any).

I would also try a different monitor an monitor cable.
