Question Stuttering in games on new build ?

So I just recently upgraded my PC build. I am new so please be kind lol. I have been experiencing an awful lot of stuttering is the best I can explain when playing COD mostly. I have experienced some stuttering in other games but nothing thats enough for me to really complain. I have updated the Bios, uninstalled and reinstalled drivers for everything and I have begun deep diving and tried the fixes recommeded off of youtube to no avail. I am losing it what should i possibly look at if anyone is willing to help provide any information it would be much appreciated. Thanks.

Please elaborate on this. Are you working with a dual boot?

So I just recently updated my PC build.
You mean you performed a hardware upgrade? If so, what parts did you carry over from the old platform? If you migrated the OS drive from the older build sans a reinstall, that is your issue. You will need to reinstall the IOS after a platform migration.

Mind you, you should backup all mission critical data, recreate your bootable USB installer for Windows 11, then install the OS in offline mode.

I have updated the Bios
For the sake of relevance, please mention the BIOS version you're on at this moment of time.

I have begun deep diving and tried the fixes recommeded off of youtube to no avail.
If you can state what you've done thus far, it's help us understand what you've tried so we're not repeating them as suggestions.

I apologize for the confusion. So yes, I updated the hardware which would be (new motherboard, new CPU, and new RAM)
Items carried over were the PSU, SSD, GPU and the CPU Cooler.
I did ensure all critical data was backed up and it was recovered when I finished installing the OS.

For the OS: when I look at the system settings it displays Windows 10/11 Pro. And from my knowledge it only boots up Windows 11 Pro; I only wrote down what I saw on the settings page.

So before adding the new hardware I created a USB with windows 11 and installed it on the PC when I powered up after the BIOS update, which it currently has (7D70v1M) installed right now.

I turned the HDR off, adjusted the graphic settings to optimize for use thru the GPU instead of the CPU, turned HDR off. Removed all drivers and ensured all drivers are updated for everything that I can tell thus far.
