the TDP with the super mini is 374 watts : no over clocking

1 SSD from previous Build 1 tb samsung evo 860
1 HDD from previous Build 760 GB 5400 RPM

The questions i have are how high can i go on the GPU starting from the 1660 super without causing issues with the PSU.
and if i do will i have to face CPU bottle necking the GPU in games.
I play Assassins creed,Cities Skylines ,Anno, Homeworld:deserts of karak ,The witcher , PUBG and CSGO
 
Solution
In anno,skylines, cV problem is the SCALE. if you play on minimal maps with 1 or 2 enemies you need minimum requirements.
As I had 150k city in skylines game crashed (I ran out of 16GB ram, and they recommend 4/6GB)
If you want to have solid experience all the way to the end, not just first 2h, you need more than 4 cores.

good example of game that jokes from its requirement is factorio.
as per steam:
  • : Dual core 3Ghz+
  • Memory: 4 GB RAM
  • Graphics: DirectX 10.1 capable GPU with 512 MB VRAM - GeForce GTX 260, Radeon HD 4850 or Intel HD Graphics 5500

I just ask you, any reason you go for weaker and pricier stuff ? your aim is one of those builds:

especially on anno & city skylines you need more than 4 threads. that games suck cpu power like creazy and you wont keep nice fps there if you take i3.
so i5 or ryzen 5.
and as ryzen offers same $ and twice the horse power at that price point, its obvious choice.

if you're worried about power efficiencly RTX cards are bad choice as they are very power hungry.
recommended psu of RTX2060 is 500W so it can suck more than 450 could give it in a peak.
check new 5600 and 5600XT from AMD or 1660 super tier cards.
they are ~130W tier cards and are recommended to 400/450W PSU's so should stay under the limit you gave it for most of the time.

Didn't know Anno and cities skylines needed more than 4 threads to keep FPS ,both the games appear to need 4 cores as per their site i'll keep checking their requirements and look for more tests,

The I5 9and Ryzen 5 are too costly here in india both are almost twice the price of the i3, both the games appear to need 4 cores so i'm hoping this stays up. Prices here don't fall the same way they do in other countries

As for the RX5600 xt it seems good but from the single variant available in india its pricier than the zotac RTX 2060 , i'll probably have to wait and watch if the price for the 5600 xt comes down then i can start considering that right now the 1660 super is probably the one that fits.
