Need help on building desktop issue

Trying to build a desktop for my brother. I can't get it to do anything. When I press the power button it powers up then shuts down then boots back up with one red light in a square of four at the CPU position then immediately goes to DRAM then after 5 seconds or so switches to the VGA position.

I've tried to different sticks of RAM of the same model in every slot and nothing. Not even a beep with or without the RAM.

I've stripped it down to just the processor and a stick of RAM and the heatsink for the cpu.

Removed the cmos battery also and replaced but still the same.

Not sure what to try next

Well what exact parts do you have on hand something could be incompatible
