Need help on choosing GPU for new pc.

Hello im starting on building my new pc, my budget is about 600 dollars.

First of all i started with GPU but just cant choose the best one. What is best GPU under 200 dollars ? i stopped with GTX 960 but some say R9 380 is better. Please help.
