Like "Yatys93" is saying, the fan is on the wrong way. If you don't mind me asking, when was that heat sink put on? because a other thing to consider, is your thermal paste. Sometimes, people put too much on it which "can" make the CPU temp go high, specially using aftermarket cheap thermal paste doesn't help nor last as long. Looking at the picture as well, it's a bit dusty, I would dust it out, little things like that always can help BUT I know most people would say to the picture you have for us on your rig, that wouldn't do much blowing out that amount of dust you have but I like to look after my PC like a babe.
