[SOLVED] Need help on what component to upgrade that I can notice the performance improvement with minimal expense

My specs are..

i7 2600k @ 4.4Ghz
Gtx 1070 Ti
16gb 1600Mhz
500GB WD SSD (Not willing to upgrade)
1080P 60HZ Monitor (Not willing to upgrade)

Please can you advise what I need to upgrade where I can notice a performance boost with minimal expense. It does not need to be top of the line as long as there are going to be noticeable improvements when I game. The machine is strictly for gaming.

I am currently playing skyrim again + lots of mods and I am experiencing frame dips from 300s to 50s. I turned vsync on and it help quite a bit but I think I really need to upgrade the CPU at this point? Will it help in higher minimal frames?

Played assassins creed odyssey as well and it is a playable experience at ultra but I have these annoying dips as well.
