Need help on windows

Good day everyone.
I just bought new desktop yesterday, so the specs are

• 
  AMD dual core @1.5ghz
  2GB RAM DD3
  1gb video card
  Windows 10

Im only playing dota2. But when i try to play it i got frame lags.
Anyone knows how to optimize lags? Its not smooth

Is it maybe because of my 1.5ghz proc?

That thing is a PoS that can't run any reasonable programs. I suggest you return it and buy a low end skylake dell, they are only about $350-400, and should be able to play dota on low settings.
