Question Need Help! PC turning on but no Display

Essentially got a 3090 a day ago and plugged it in my computer worked great. Then I decided it’s not worth it and wanted to sell it. I swapped it back out for my 1080 that was in the system before. Now I’m not getting any signal in either monitor (one is dvi and one is display port) but all the rgb is still lighting up including the ram fans aio and the 1080. Also the power button will turn the computer on but not off anymore. Also what’s weird is that my keyboard and mouse aren’t lighting up or working when I plug it in but work if I plug them into a different computer and I tried a different set of keyboard and mouse that will keep there lights on even if the computer is turned off and there lights light up still so there is some power coming through to the USB ports but not enough for them to actually work. I’m assuming it’s my PSU but I don’t know what could of gone wrong.

I’ve taken out and put back in the 1080 twice and still the same issue.
