Need help picking out parts for a energy efficent gaming server?

I was looking to build a home gaming server that's going to stay in my room somewhere in the corner. It's going to be always be on so I want to stay around 20-40 watt range if possible. The game servers that I'm going to be running "Minecraft" (obviously), "Garry's mod", in the future I'll be running some other FPS games like BF4, or CoD Ghosts for example.

I'm not sure budget wise yet but I'm not looking to go all out its just going to used as a server and won't even have a monitor hooked up to it unless I need to do something in Windows 7 and what not.

I know that there's been some questions similar to this but I want something current and not a few years old.

Also having the casing be small is also a plus. I don't want some huge tower case like my gaming rig has.
