Hello so ive decided to build a gaming pc that is capable of playing games like PUBG, BF1, and other AAA titles at ultra settings. I am located in canada and my budget is 1200 CDN, or 1400 with tax and shipping included. I dont think i need a fancy ssd or 16 gbs of ram right away because i could always upgrade them in the coming months? thanks in advance :)

Performance wise there's not a great deal between either build although the i5 usually scores a win of a few FPS at 1080 resolution but this greatly depends on the game in question, overall it's maybe 5-8% faster.

Do you think this build would be capable of playing PUBG on ultra/high at 60 fps?

Its only giving me three options to buy from; shoprbc is out of stock and memory express and vuugo say backorder

Well, it actually is. Giving 20-30 FPS less in many games, that is unless you start to overclock the Ryzen of course, but that leads to a whole new set of issues. You will need a better mobo with more power phases than 6 and you will need a better quality PSU to provide stable power.

But I agree, that the Ryzen 1600 is still a fine CPU if OP wants to go the AMD way.

I'll disagree about your numbers, but agree that the i5 is a bit faster, particularly at 1080 rez.
If Liam_gleeson wants to go Intel, I can understand that, but he'll have to wait a while until parts become available...Like you say, it's his choice.
Me I'm patient and would wait for the i5 to become available, games like PUBG really need every FPS possible to get the best out of them.
But then again the OP may lack my Jedi patience. ;)

And Liam: If yo spot one for sale, jump on it QUICK!

Ohhhhh okay but would i be able to order from that store to a different province?

Not being from Canada, so I cannot tell you how it works in Canada. But i don't see why not, unless they doesn't have national shipping.
