Need help picking Radeon or EVGA video card

I'm buying a new PC. It's a Dell XPS 8700 with a 4th Gen Intel Core i7-4770 processor, 1TB Hard drive (7200), and I'm going to put 32GB of Corsair - Vengeance Pro Series 8GB DDR3 DRAM . It comes with a NVIDIA GeForce GT 635 graphics 1 GB card, but i want to switch it out for switch it out. Would I be better to going with the (XFX - Radeon R9 290 Graphic Card - 947 MHz Core - 4 GB DDR5 SDRAM - PCI Express 3.0 x16) or the( EVGA - GeForce GTX 770 Graphic Card - 1046 MHz Core - 4 GB GDDR5 SDRAM - PCI Express 3.0 x16)?
The PC will be used for gaming and drafting.

I think its running 460w PSU. I was thinking about buying XFX ProSeries 750W 80+ Gold Certified Fully-Modular ATX Power Supply. Unless your have any better or cheaper suggestions? If you guys have any other suggestions. I would be glad to hear them. I been out of touch with PCs for a little while so, I'm trying to play catch up on tech info.
