So i need a PSU for my first build that has a FX-8350 and a R9 290 (will overclock both)
But i live in Latvia and we don't have a wide choice of pc parts. So i need help picking my psu

Hi - Enermax is a good quality mfg., however the unit you linked they don't make. There are no
trusted reviews of any PSU's in that series, which are all mfgd by Yue-Lin technology, and I don't
know what quality level mfg they are.

Look at Balckbird's links, those units are at least known to be OK.

If this is your first build, I dont think you need a expensive 700W PSU, 500W is sufficient . this one may be better for you: http://www.deepcool.com/product/powersupply/da/2014-02/34_793.shtml
