Before anything, I would get on Cyberpower's tech support forums here. This could be a simple driver issue or maybe they have a firmware update to correct a known problem. We have no way to know. They'll run you through some troubleshooting.

The GPU is a very competent one with an RX 470 4GB (which you can easily sell on eBay or maybe even Craig's List). That leads me to believe the problem is more than the GPU and likely with a cheap power supply, cheap motherboard, cheap memory, or who knows what else. Something is obviously not playing nice with something else.

As far as upgrading the GPU, that would depend on what kind of power supply they put in there. Any new more powerful video card would be bottlenecked by...
It might be a good GPU (the first link points to a PC you've probably got, the second link is invalid), but before jumping on buying new GPU, I'd rather find out why your PC performs bad:
- it could be the motherboard or PSU
- it could be a corrupted OS
- it could be a corrupted application / game

Have you contacted the seller / manufacturer with your problem?

An RX470 should perform well with most games. Your CPU is dated and your HDD will certainly degrade performance. Installing Windows to a SSD would do wonders, along with your key games/apps. The HDD could be used for lower priority games/apps/docs/files/etc.

I will say this though: 28% of the reviews are 1-star, so you are not alone in having problems. So in summary, I do not believe it's your video card. There is nothing wrong with the performance of AMD's RX 470 line.
