Need help please

Guys I have pentium g2030 dual core @3.0 ghz ,6gb ddr3 ram,1TB toshiba hdd @7200 rpm ,zotac gt 1030 2gb , 450w psu. The problem is that when playing gta 5 i get 100 % cpu usage but only 20-30 % gpu usage and whatever settings i change in game. The game stutters a lot. I have seen videos of people playing it at 30 fps using same hardware

What else is consuming CPU resources while the game is running? check the task manager before starting the game? Close all programs and browsers (everything) that are not part of the game?

What resolution/settings are you playing at?

100% CPU utilization sounds about right for GTAV - while it's very well optimized, it's still relatively CPU bound.

Everything is closed in background. I am running the game at 768p and everything set to lowest settings possible.
