[SOLVED] need help pls GPU stuttering

GPU: rx580 8GB
CPU: ryzen 5 2600
motherboard : asus tuf x470 plus gameing

i saw some videos i was watching started stuttering and wondered if it was just the video but then a few things started stuttering
when i looked at the reaponse time of my gpu in msi kombuster i noticed that it goes from 38ms to 1ms switching between the 2 constantly and that causes the screen stuttering i also noticed that it is not doing that on vulkun only on GL any advice ? also this started 2 happen after the net radeon software update dono if that could cause it
also started after my tam oc but as far as all my tests show me my ram is stable ive also tried putting my ram back to stock but the stuttering continued any advice would help pls

check your device manager, under IDE ATA/ATAPI controllers
if u see any AMD sata controller, right click on it and uninstall it (including drivers)
