Need help! read-only box ffs.

i am in need of help with removing the read-only box from my program files. everytime i do it in cmd it always says parameters incorrector what ever. I need this fixed or i cant do anything! trying to install steam and it keeps saying it cant right and thats because the program files is set to read-only. I am the admin and this is my pc. That isnt the issue. But every time i untick the box i get rejections from everything in the program files. Please help!

im on windows 7 ultimate 64bit.

anything else i can provide for assistance i will do my best. I've already tried multiple ways but nothing works.

i did try to do the following in cmd: attrib -r +s "c:\program files" and nothing happened. Nothing changed at all. This is really annoying because i just bought this hard drive and just got it wired up ect. And i'm wanting to start installing games to it and i've never experienced this issue before

there is a /s command first

rmdir /s lol

idk what an /s command is. I'm inexperienced with modifying stuff through cmd. So help me out please.
