Need Help Regarding GPU Upgrade

Hi! I'm looking to upgrade my GPU from a 650Ti Boost to a GTX 970. On Nvidia's website, it says that the card requires 500W PSU. But I have heard that Amps are more important than watts. I currently have a Corsair VS450 (450W) PSU, which provides 34A on a 12V Rail. Will I be able to run the 970 on it? Or do I really need a PSU upgrade as well? My PC specs are-

Intel Core i5-2400 @ 3.10GHz
Gigabyte GA-H61M-S2P Motherboard
8GB (4GBx2) Kingston DDR3 1600MHz RAM
1TB ( 500GB+500GB ) WD Blue Hard Drives
Corsair VS 450 PSU
GTX 650Ti Boost ( As Of Now )
Windows 10 x64

The short answer... No you COULD run it on that BUT why do that when a good corsair CM430W is on sale at newegg for as low as 15.99$ (I would recommenced a Certified Gold+ PSU from EVGA for about 60-80$ but as long as it is a modern 80+ Bronze or higher you will be good. The reason for the upgrade being you do NOT want to kill your entire system because you "could not afford" a 15$ power supply.
