I want a low budget Graphic Card for gaming... So, the best I found under my budget in my area are,
1) R9 270 Dual X OC (Sapphire)
2) HD 7870 Ghz Oc (Sapphire)
I found HD 7870 Ghz to much better but I got some bad remarks about 7870...
Please help choosing.

Solution
The 7870 is a little better than the R9 270: http://www.anandtech.com/bench/product/1034?vs=1080. For the same price, buy the 7870 :)

That is not correct. The 270 and 7870 have the same GPU (Pitcairn). As the review (http://www.tomshardware.com/reviews/radeon-r9-270-review-benchmarks,3669.html) said of the R9 270, "it's essentially a Radeon HD 7870 with a 75 MHz-slower core, 200 MHz-faster GDDR5 memory, a 25 W-lower TDP". And as the bench results i posted before show, it's slower than the 7870.

Some people, like dontlistentome, have well chosen names :)

There are negative comments in the internet about anything you can think of :) Note that the 7870 and the R9 270 are basically the same card, only differences are the speeds (of GPU and RAM). I wouldn't pay much attention to anonymous negative comments. Both are good cards (what's a good card? a card that performs well at a certain price point compared to the competition...). However, both are a bit old. Compared to the prices of these two old cards, how much does the newer RX 460 cost in your country? The RX 460 is slightly better than both the 7870 and R9 270, consumes far less power, and has more memory, so that would be a good choice too. Or an Nvidia GTX 950 (or the new GTX 1050 which is about to come out, if you can wait a little).
