Need help reinstalling windows Vista

I have recently had to put a new Motherboard and CPU in my Dell XPS 630I. I am now trying to reinstall windows vista and I keep getting this message at the "Where do you want to install windows".

Windows is unable to find a system volume that meets its criteria for installation.

Now I only have 1 option as the where to install. Disk 1 Unallocated Space 232.8 GB. I have done a little reading and it says the typical problem is that I may have a universal USB hooked up. So I disconnected everything that was USB and pluged in the old keyboard that was not USB and still got this message.

Is there any suggestions on what I can do to fix this? Thanks
 

I created the partition and I formated the drive but it won't still won't let me do the install.
 

Yes I went in an partitioned the drive then I formated it. It shows that there is 238.8GB available and it is still giving me the exact same messaage.
