Need help setting RAM to 1600Mhz

Whenever i use my pc it says my current speed of my ram is 798Mhz. However when i look in the BIOS it says 1600Mhz. Even when my CPU is running at full power it still runs slowly.

My motherboard is: Gigabyte Z87-HD3

My ram is : 2x 4GB DDR3 1600Mhz 11-11-11-28

Im not sure to why this is happening.

DDR3 stands for Dual Data Rate 3. So take what your computer says (798) and multiply it by 2 (1596) Which is effectively 1600MHz.

You are running at the speed you should be

DDR means Double Data Rate, so double that 800mhz and what do you get?

I believe that that is actually correct (I cant remember exactly why windows reads 1/2 the actual clock rate, possibly because DDR is Double Data Rate) But i have been tripped up by that before too.
I know for a fact my ram is running at 1600Hz, but gpuz reports 800
However, that cas latency seems rather high, mine is running 9-9-9-24 right now
Unfortunately, my knowledge about that ends right about here, so maybe someone more knowledgeable can chime in on that.
