Need help stuck windows 10 logo and loading dots

i7 7700k, ddr4 3000 MHz corsair vengeance 2x8gb, gtx 980 g1, 800w power supply that was tested, msi pro carbon z270 RMA'd motherboard. Tried 2 different solid state drives in sata to usb and just plain sata connection. It seems like it has a 10% chance of getting me logged in otherwise 90% chance of freezing at the dots and logo in windows 10. Any help? Processor was delidded and relidded but I don't think it was a very good job. Could a bad processor do this? Dots spin momentarily then stop.
 


I don't have another one to change it to at the moment, I did reinstall windows once I received motherboard back from MSI due to having to send 2 of the same motherboard back previously before I got a completely functioning one. Now I'm having the freezing issue.
 
Also have tried moving ram slots, trying each ram stick individually, changing pci express video card port to another, replugging cables, removing video card, reinstall windows, removing all usbs, checking individual usbs plugged in, I can’t create circumstances that would allow me to get past the freezing screen. At one point I opened bios and it said my i7 7700k was running at .8ghz. Could a fault sensor be causing my problems? Idk what to do
