Need help to build a 3d+ 4k video editing work Station

Hi

so basically what I'm looking for is to build a robust workstation, I'd like to stay below $4000 (without screen) but I might just be dreaming

I need it to run 3D application such as 3dsMax, Zbrush, Mari with fast Open GL response and good rendering time (Vray, or Octane)
I also need it to be able to edit as flawlessly as possible 4K Footage on Premiere.
Storage will be externalized so I guess a 500 Gb SSD will be fine for the box itself
And I'd like the system to be as silent as possible.

BTW : I have no intention at all to use it for games.

My thought were to go for 2-Xeon 6 cores + 64 Gb Ram ( mandatory) + dual GPUs (Titan and Quadro K4000), but I have no idea what other parts would fit with it.
I also need dual ethernet for link aggregation but that's not a big deal


Any help, recommendation will be appreciated

That was about as good as i could do. granted you could get a cheaper case but everything else was as budget as i could find with the specs you asked for
