Okay, so when my friends play games at LAN parties, we all need to use headphones, which I'm not a fan of, so I would like some help from you guys, maybe some earlier experiences or something like that.

So i'm thinking that I'm going to run my case fans at the lowest, same goes for the CPU cooler. I'm not going to overclock any of my components. I would like to know if my PSU is going to be around 10 decibels. Maybe a new case would be an option. I'm not going to watercool my build because of earlier experiences.

Thank you

First two recommendations for you in your build:

Better get Noctua D14/15 or U14S as it will give you best cooling performance and will be in harmony with theme of your selected noctua fans.
Get WD Black/Blue caviar series HDD as it will give you much better performance.

Now getting back to your query,

You've selected best fans (if not THE best :) ) in the market i.e Noctua fans. You should not have any issue in having a loud PC.

When you'll be using headphone you won't notice any sound of fan coming out of PC.

I'm using five Corsair SP-120mm fans and man even if my PC is on I really can't hear any sound in that PC Room (Yup really, that much silent if not complete)

Stick with your choices and you already have built a near quiet PC.
