Need help troubleshooting a cpu.

Back story: Earlier this week my psu fried. I have since replaced the psu but now I am having a problem with my pc not posting. I understand this could be a number of issues so to save time, I have ruled out ram, gpu, hard drives. Which leaves me with mobo and cpu.

My concern: I've read about a test for the cpu which involves removing the heatsink and turning the pic on for about 5 seconds. If you touch the cpu you should feel heat and if you don't then the cpu is bad. If you do feel heat then the mobo is bad. Is there any truth to this test?

I am also a little strapped as far as testing the mobo itself. I don't have an internal mic so I don't know how to test the mobo. There is no signs of physical damage but I'm unsure as to how to troubleshoot this.

Long and short, is the cpu test I mentioned earlier a good test to run, and if not how can I figure this out.
 


probably took the mobo out too. a friend who has a compatible mobo to test cpu? A pc shop may do it for a small fee
