Undervolting can easily end up in a black screen, so whenever you do anything to the BIOS, be ready to fix it in case anything goes wrong.
For my i7 7700K at 4.8 GHz, I tried many many different voltages, bought it down from 1.45v to 1.28v, then to 1.23v and then to 1.2v.
If you're new and have no idea about it, it's trial and error. I'd say turn it down by 30 mV at a time, save and restart. If it starts, go directly to the OS and try playing a game or doing something CPU intensive, also, try running the Windows System Rating.
If anything goes wrong in Windows Environment, with what I've seen, your screen will completely freeze, or you'll get a bluescreen and do nothing until you physically take the power chord out, plug it back in and try again.
@Graveboot... Just download ThrottleStop and do it, get it over with. All you want is the CPU to stay at 3.5 GHz for whatever reason, that software is the best and simplest way to do it. Techpowerup can be trusted, they're the ones who developed GPU-Z.
Also, you might have to check if your PC has Intel Speedstep technology supported AND enabled for completely custom multipliers. It might not bring you exactly to 3.5 GHz without speedstep. However, if supported, it has a "speedstep" checkbox on the profile itself. Try clicking it if it's not checked.
Just do it. You don't know anything about BIOS. This is the only error-free way.
