Need help understanding cpu/gpu utilization please

Hi I built my desktop about 3-4 weeks ago(first build and still learning) I'm using:
Asus M5A97 LE R2.0
Amd fx 8320 black edition
)8gb ddr3 ram
Zalmam CNPS5X heatsink
EVGA SSC geforce gtx 1050TI
EVGA 600 w + 80 psu
Everything works (as far as I can tell) but I was wondering the gpu utilization seems really low. when I'm just on my main screen I opened cpuid and it shows the gpu value at 0-7%. But when I play warframe gpu goes to 98% and cpu #0-7 go to 100% is that normal?

That suggestion comes from https://forums.warframe.com/topic/409119-is-a-fx-8320-unable-to-support-warframe-at-60-fps/ . Vsync could also be a problem. Without it enabled you might be getting FPS well over your monitor's capability. Locking it(enabling vsync) to your monitor's refresh rate(60 FPS for a 60Hz monitor) can reduce the load on your GPU which in turn can reduce the load on the CPU.

I would also make sure your Power option is set to High Performance and your 3D...
oh okay. would getting a new graphics card help out the bottlenecking situation?
and I've only heard of the term bottle necking so not exactly sure what that is, but thank you for the input!

I would also make sure your Power option is set to High Performance and your 3D settings/ Power Management is set to Prefer Maximum Performance in your Nvidia Control Panel.

The 8320 is a mid-range CPU. and the 1050Ti is also a mid-range GPU. A GPU upgrade would start be held back by your CPU. The term bottlenecking is referring to a component that isn't operating at the same level that the rest of the system is. You have a balanced mid range build. The term CPU or GPU bound refers to the chip's inability to offer enough performance for a given task.

If you upgraded to the 1060 the investment imo wouldn't be worth the return. The 8320 would then be the underdog in the system. But you could OC that chip to around 4.5GHz with AMD Overdrive. And that could level the playing field. EVGA does have the step-up program. http://www.evga.com/support/stepup/ that could soften the blow of upgrading to a better card.

so i enabled vsync and it dropped the cpu to 60-70%. before even just starting the game everything would be 98-100%
