Question Need help: Unplayable Low FPS in Modern Warfare - All PC details included

Hello, I am looking for some help.
I have recently upgraded my computer and have run into issues while playing Modern Warfare. Specifically, my frames hover around 50, and drop into the single digits, making the game unplayable.
All drivers are fully up to date.
Userbenchmark test:
UserBenchmarks: Game 74%, Desk 74%, Work 78%
CPU: AMD Ryzen 7 3700X - 91.4%
GPU: Nvidia GTX 1070 - 76.3%
SSD: Sandisk SD8SBBU480G1122 480GB - 53.9%
RAM: G.SKILL F4 DDR4 3200 C16 2x16GB - 91.4%
MBD: Asus PRIME B350-PLUS
I have my CPU set to 40.5 core ratio; GPU with a +66 clock (X1 Precision). All fans set to max speed, constant.
NVIDIA Settings (Modern Warfare set to global settings). Only changes made in Nvidia Control Panel: Anistropic Filtering to 16x; Power management to Prefer High Performance; Vertical Sync to Off.
Windows Power Mode set to High Performance.
In game: I've tried all settings, high/low/disabled, AA Filmic 2x and off and everything in between.
I've done a fresh install of Windows. All drivers are up to date.

Is there some sort of replay recorder or something like that? If not I just think that game completely hates your machine, and sadly there's nothing you can do about it. Does this happen with similar games?

I disabled Nvidia highlights.
Haven't tried other games but can.
Frustrated... only upgrades were Ryzen 1700 -> Ryzen 3700x; Corsair Vengeance 8GB -> Gskill 3200.
Went from ~80 constant frames to this...
