I recently got a new GPU (RTX 2060 Super) for playing games at high graphics with rtx settings but I noticed that I am having performance issues and was wondering what I should upgrade next.

I looked into upgrading my CPU (Xeon E5-1650) because I noticed that playing Cyberpunk 2077 it will commonly reach 100% cpu usage, but I'm not sure what to upgrade to due to the limits of my older motherboard (Supermicro X9SRL-F).

I also have 32gbs of DDR3 ram and running my games on Seagate BarracudaFas 1TB SSD.

You can certainly go with a new mobo/cpu/ram as has been suggested.
Perhaps spent a little time stopping unneeded stuff from running in the background before running your games......it's free.
