need help upgrading

ok so i recently got a new pc i7 4790/ 12g ddr3/gtx 745 4gb

what do i need to upgrade in order to play games like gta v, arma at decent settings cause atm i cant really run them at all

Your only obvious weak link in your listed parts is the video card. Look at Tom's recommended video cards.

Short answer: If you game at 1080p, look at the 970 gtx. If you game above that look at the 980TI

Yes you will be able to run games like arma 3. If budget isnt a problem for you you could get something a bit more powerfull than a 970 so it will last you longer.

Note that before you upgrade make sure your case has enough space to fit the card and your psu is good enough to actually power it.

It will be a pretty good upgrade. It won't be OMG AMAZING but that is because your current card is slow, but it isn't garbage.
With the 970 I ran games like Fallout 4 and a few others at 1920x1200 and 1920x1080 with pretty much MAX settings.. While for comparison's sake my 7950 had 70-80% of max settings on most cards. I suspect your experience will be in line with this.
