Question Need help weird boot problem

My computer will power on will never get to the boot screen and will not turn off unless I flip the PSU switch
My system is a b450m gigabyte, Ryzen 3-3200m. 2*8 gig sticks of ddr4 3200 mhz, Samsung 970 Evo 500gb boot drive, two 4 TB Western digital black hdds, a EVGA supernova 1300 w 80 plus PSU,& a EVGA GTX 1070 hybrid.
I just bought this power supply because I was having a similar problem with my last one I replaced it and it's been working for about 4 months now I've tried unplugging everything except for the motherboard and CPU and it still doesn't boot right.
Any suggestions I can't figure out what's wrong with it.

No such CPU exists. What there are, are R3 3200U and R3 3200G. So, which one do you have?

EVGA supernova 1300 w 80 plus PSU

Extreme overkill wattage wise + then some.
Btw, what model is your PSU?

and it still doesn't boot right.

Explain it further.
Can you boot to OS? Yes? No?
