Need help, Windows 7

So I went to do a full recovery on my HP desktop, so it would default everything to normal, and during the process of the install, my power shut off (Its hot here so they changed the stuff in our town) and now, bootmgr is missing, my repair disk cant find a operating system to fix, and when i load the system recovery i get "BOOTMGR is Missing , please restart". Please help!

What do you mean by a media disk?

When I run my install disc, Setup is starting, stays up there and it like freezes on it...
