Need help with a budget build, focused on memory and processing power. [US$ 650 - 750]

Hello all,

I am in a need for a build that can run smoothly a few applications needed for some hobby programming and a tad bit of designing. Id like it to be able to smoothly run a few programs such as Visual Studio along with Xamarin & ReSharper plugins.

My budget is around US$ 650 - 750, could chop a few more to have it shipped to Albania. (Could also do with Italy/Belgium but Albania is preferred).

Well since it won't be used much for gaming, I'm only interested in the processor (Intel preferred) and memory. Although some meh video card would be fine just for some high FPS WoW, LoL & DoTA.

Thanks a lot for replying and for this great suggestion. My price in euro would be 580€ - 670€.
And what would you change/add to reach 650$? Add more ram or change to i7?
