Need Help with a Cd-Rom

This is my problem, please help:

When you go into windows 98 the cd-rom is continously loading and the led is always lit. When you go to install, run a executable or any program from the cd-rom it is very slow, you can hear the whirring noise of the motors going.
There is power to the cd-rom. I think that the likely problem could be that there is a cable connected around the wrong way. I think taht the drive is susceptible to of gone down. When in windows explorer and there is a cd in the drive the cd is read. Please help

What speed of CD-ROM is it.

Double check the settings in My Computer / properties / performance / file system / CD-ROM
Make sure the speed is set to "quad or higher" and that the supplemental cache is set to maximum.
