Need help with a gaming PC for about $600

Additional Comments: I would like a very quiet PC. My old PC was way too loud. I will also use it for editing videos. I don't do any commentary, just record the games and edit them. I want to run current gen games at a decent framerate, and I also play a lot of games on emulators. I heard emulators were CPU intensive, so hopefully the processor I chose can handle it. I also heard video editing runs faster with more cores, so I tried to go with an 8 core CPU. AMD is the only affordable option. Intel prices are too high for me to handle just yet with my budget.

I asked before when I needed help with a $500 build. I had great help, but my budget went to around $600 now. I kept some parts from the $500 build and upgraded other parts.

I'm thinking of getting the Ripwjaws X ram sticks since it's cheaper and has a combo discount. I was worried if the Cooler Master Hyper 212 EVO can fit since I heard it can go over the ram, and the ram sticks have those long fins on the top.

I had a question before adding the case to my pcpartpicker list. The Rosewill galaxy-01 has two variations. One has blue LED and the other has red LED. the red version seems to be a little wider but not by much at all. The red version is also $5 cheaper according to pcpartpicker, but on the site it shows it as the same price as the blue version. Should I go with the red version for now, unless I'm missing some obvious difference, which I usually do 🙁 I also like red LED's more haha

I'd get a Corsair 200R or NZXT Source 210 personally. Or if you're going with an mATX build then I would get the Cooler Master N200. Here's what I would suggest for your budget:

I'm curious on the Sapphire r9 280 cards, since they have 2 on newegg. One model number is 100373L and the other is 100373-2L. The 100373-2L is only $5 more. Would there be any advantage in choosing one over the other, or is there barely any difference? Google doesn't help, or maybe I'm looking wrong. I wish I was more tech knowledgeable 🙁
